POW means you're accounted for, but your status is a POW
MIA means you're unaccounted for so yes you can be either or.

yes, prisoners of war aren't always missing in action, just like if you're missing in action, they don't know if you're a prisoner of war..

The POW/MIA Flag was made by the National League of Families during the Vietnam War cause there were a shite load of missing/imprisoned soldiers. Its just how it was made.

There were aircraft downed in Vietnam where either other airmen or ground troops saw a parachute deploy, but Hanoi never acknowledged having taken that aviator as a POW. No body? Not KIA. MIA, until proven otherwise.
There's a soldier in Afghanistan - or more likely, Pakistan, now - who was MIA for a couple of years until "proof of life" videos were released. The last one referenced Nelson Mandela's death. I can't think of the guy's name off of the top of my head, but he was MIA for a while and is now POW.
