Fin is right. Shotty craftsmanship should not be tolerated. Need to call builder while at it. Dont want these things happening to other home buyers. This is what hapoens when they use cheap illegals as labor source.

What about copper mesh? An exterminator buddy mentioned this works good, not sure how fast it would corrode though.

Don't use steel wool or any of the other suggestions. They actually make plastic weep hole covers just for this
You can Google them and order some. I'm not sure if Lowe's or Home Depot keep them in stock or not.

Buy some chicken wire. Cut to size, roll up and stick in hole if you want. As someone else said though, most likely infiltration route is a pipe way (look around AC units) or a spot on your eaves up by roof. Walk around house looking up and see what you normally ignore. Spray insulation (Great Stuff) is good for those type of holes. Unless you have persistent critters who will gnaw through that in which case you are back to chicken wire.

He should probably contact another contractor as well to have on-site when the original guy comes out there.

I'm certain someone has answered. They are weep channels to let moisture get out of the walls. They need to be there and you shouldn't fill them.

Have had success with window screen - the chicken wire would do the same thing.
