NCAA actually has no say so in the matter. It was up to the conferences whether or not spring sports could finish conference schedules, ncaa only could cancel the tournaments.
With football, bowls and playoffs aren’t even NCAA affiliated and playing a schedule is up to each school and conference.
SEC, B10, B12 will play football. Almost all of these states are opening up. ACC who knows. PAC I doubt plays

NCAA is on its way out. This may be the nail in the coffin. The only thing it’s good for is the basketball tournament. They are useless for football.

And they haven't cancelled Fall semester classes. Their Fall semester classes will all be online.
