Regarding these lawmakers/feminists, either they are totally oblivious of the promiscuous college culture or they are actively trying to change the culture through legislation without regard of the effects on innocent people.

This is Kevin De Leons way of trying to bring the white rape %s into the same range as black and mexican rapes. That is why it only applies to colleges. If it was really a good bill that would help catch rapists why else would you only limit it to colleges?
