He may be referring to GHW Bush. But even if we play devil's advocate and go so far as to assume that this fairy tale were true, were blacks made to partake of the drug? I mean, did Bush physically force individuals to take drugs and distribute them?

The Taliban had nearly eradicated opium in Afghanistan before we invaded and now there are more poppy fields than ever.

The War on Drugs is good for the CIA just as war is good for business.
