Either way. It doesn’t matter why he had the cash in him. He was not breaking any law. He was flat out robbed by the DEA.

I’d be willing to bet if you went to your bank right now and withdrew $29,000 cash, a drug dog would smell drugs on it even before you made it out the door.

Its legal to do so. If someone thought he was guilty of a crime he would have been charged with one. Instead stealing his cash requires almost no evidence other than him posessing it.
