Well it is a lot easier and quicker than trying to learn something. and FTR, unlike you, I know next to nothing about insurance.

So, sounds like the homeowner was exercising reasonable care in bracing the cactus......which is protected.....and cannot be cut down. And it's stated that there was unusual rain, most likely soaked up into the cactus, causing it to become top heavy and fall (AKA Act of God).
Even if the supports were rotten, how is anyone going to prove that the homeowner had knowledge of the rot condition?
Anyway, my point is that when you make a definitive statement like you did, stating that the auto insurer will sue the homeowner's (not might, or possibly), misleads people in the way insurance actually works.

Monsoon weather in the summer is not unusual rain. It's known that it can rain a lot this time of year.
Also.....again....the cactus was my neighbor's cactus on HER yard that fell in HER yard on HER car.

Still, an Act of God. Just like hurricanes are common in LA this time of year, but for Homeowner's insurance purposes, considered an Act of God, generally excluding liability against the policyholder.

Welp, there goes any theory of liability coverage. The only possible coverage then would be under the auto policy, and ONLY if there's full coverage. An auto policy for liability only would cover nothing in this event.
