If you want to argue that Chicago cooks their books fine. You don’t even have to provide any evidence. I’ll accept it.
But to address your post, I do not think it's a matter of dishonesty or "cooking their books".
The bigger issue is population distribution and density. What is considered "in" the city vs. "out" of the city.
For example does NOLA include West Bank and Kenner? Or just Orleans parish? Or just City of NO incorporated area? Does "Baton Rouge" include just the City of BR incorporated area, EBR parish, or the entire BR MSA?
Depending on what you include (or not)-- you get vastly different per capita statistics. You can make a city look really or bad if you want to. That's why "city wide data sucks".
You can do a lot better looking a specific zip codes. You can do a lot better comparing shootings instead of murders (both require a gun). You can a lot better comparing crimes committed by illegal vs legal gun possessors. etc.

My guess is that the statistics noise cancels out and you’re probably still left with Chicago ranking lower than those cities on a per capita basis.
Plus, large cities like Chicago there are cities within the city so-to-speak (Oak Park for example). (Houston does this too--University place, Belaire, Hunters Creek, Spring Branch, etc). Those "good" areas typically get included because they are contiguous or even fully surrouned by the metro city.
Smaller places with more sprawl, separate out more population. I doubt any of the "Baton Rouge" numbers include Praireville and Denham Springs populations. But you probably should for a meaningful comparison because such a large portion of the BR MSA lives there. "Baton Rouge" stats are leaving a lot of people out of the per capital denominator.

Bingo. You hear shots fired you run. Shooting a moving target is actually not easy, and if you can put a solid obstacle between yourself and the shots while still moving (say run around a building and keep running) your odds of survival just went way up.
Anyway I watched the video. Only feel profound sadness. The political class and their media cronies have worked hard to get us to fight each other - either class, race, etc. It's inevitable that we'll have more and more of this. And that's before they inevitably go after 'shall not be infringed' which they absolutely will.
very sad times. Total societal regression. it will only get worse.

Yeah, I clicked play and it was a gut punch to see the woman get shot within the first 2 seconds of him getting out of the car. Her life was extinguished before she ever noticed him.

What I’m arguing is give the gun control advocates the Avenue of pursuing their cause in their own respective state instead of trying to pass a one-size-fits-all federal law.
NY blames illegal imports all the time. I watched a docu Vice did about guns streaming in to NYC from Atlanta as the source of NYC's gun violence problem a couple of weeks ago. Eric Adams was droning on about it just the other day.
There's always an excuse. It's always the next law that will work. Unfortunately it's a people problem. Until you ban people, there will be evil folks that shoot others.

11 victims black, 2 white.
Edit: It’s presumed he didn’t kill the guy he said “sorry” to because he was white (or at the very least, he perceived him to be “white” in the split second he assessed the man). In any case, he must have been somewhat selective, for some reason, to no kill him.

Yeah. Figured out the video was the real deal real quick.
She was dead before she fell. Looked like a body shot or two and then a headshot on her way down.
