With women dont use wording that you’d use with your friends. Such as “why are you not putting out?”
They immediately find it rude and feel as if you see them only as a sex object.
Try “why do you seem so distant and uninterested in our relationship? The lack of sex and closeness makes me feel unloved or as if your mind and heart may be elsewhere.”
Yea it sounds gay but that’s how you talk to them when in a relationship you have to show you are worried about the relationship not just sex

Women typically don't like clingy. You seem extra clingy.
