I actually don't see how this would help Baton Rouge as much as New Orleans. In NO, they increased the LEO presence in the French Quarter where lots of people congregate.
In BTR, aren't most of the shootings in houses, apartments and back alleys ?
From what I read, the shootings are a result of domestics and bad drug deals. More police are not necessarily going to stop these.

I think it's a mix of domestics, drugs, and just general gang activity/retaliation.
