You are obviously upset and I'm sure your intentions are good since you are friends of the family involved, but you're really not helping them by posting here.
I feel sad for what the child experienced, but I feel sad for him that it was posted on social media. I would have spoken with an attorney if the school wouldn't respond to me. I don't think I would have ever put it out on social media, but I'm not wearing the shoes of the parents here.
ETA: I also would not want a friend of mine posting about this on any public forums or comment sections.
