Follow the decline in parenting (if 2 parents at all, the two are working parents that creates latch key kids and high risk of parental distraction/ non present), divorce rate and relative ease with which to separate, etc and you will find the root of 66% of what you are blaming on boomers.

Not exactly. The WEP would cut one of the bend points from 0.90 to 0.40 for 20 or less years of qualifying substantial income. Every year of qualifying substantial income after that increased it by 0.05 until year 30 which got you back to 0.90.
The income used to calculate social security is the average of your best 30 years of qualifying SS income. So, if a government employee works 30 years without paying into social security, and then works 10 years at a new job that does pay in, their average income for SS purposes is the ((20 x 0) + 10 years income)/30. The WEP didn't change that part, it just removed the reduction from 0.90 to 0.40 on the first bend point.
Also, some state and federal jobs pay into both the pension fund and SS; in that case, they would get both.
