Noticed that too. Seemed weird to ask “are there any bombs in this vehicle” on a traffic stop but obviously this wasn’t this cop’s first rodeo.

The pvc "pipe bomb" had a valve that separated the two sides of the bomb. Looks like when the valve is open the two sides are allowed to mix, reaction occurs and the bomb explodes.
The valve was open in the video.
I don't know what the two chemicals in this video were but I would suspect that enough pressure could build up in this relatively weak PVC to create a small pipe bomb like we saw in the video with just vinegar and baking soda.
ETA: if this is standard 1" ridged extruded PVC the pressure required to blow is 400-450 psig. If it's standard 1.5" PVC pipe the pressure required is around 330 psig.

my high school self back in early 90s along with the ATF standing next to me would both say that was not a pipe bomb. Then in our Crocodile Dundee voice would say "this is a pipe bomb"

I slowed it way down and looks like the valve was closed when he pulled it out from under the seat. For the few seconds that he’s checking it out it looks like he turned the valve starting the mixing process. You can see the valve is open after he sets it on the seat. Right before it blows up.

I think i read chlorine based, but they didn't specify exactly.
