Depends where you are. In the western parts of the central time zone there will be times where it is going to be pitch black dark well into mid-morning.

Civil twilight in Amarillo on the latest sunrise of the year would be 8:30 CDT, for reference.

Leave it in standard time since the position of the sun cannot be rearranged. So noon is when the sun is directly over you.

I don't think you understand what you are saying. Think about how the sun (seemingly) moves across the sky, hint it doesn't jump a time zone at a time.

Do not like this one bit. I enjoy it getting darker earlier during the holidays. More time to enjoy the lights.

In December in eastern New Mexico sunset is usually around 4:42 pm. That completely sucks.

How is this not a 10th amendment issue? Are the feds going to withhold interstate funding if states fail to comply?
You’re going to be left with the Supreme Court deciding that “because virtual meetings take place across different states, the federal government has authority via the Commerce clause”. Which is fine until the Courts use that as precedent to give the Feds the power to do something ridiculous.
