but if the majority of a group are law abiding citizens then why keep tabs on everyone?

Where did I say I'd do that?
As we can see from what happened yesterday, fighting is not a game, not nowadays anyway. Seems like anytime a fight breaks out, here come the guns and idiots start blazing away like they're Doc Holliday at the OK Corral. For me to get into a fight, it's got to be a matter of life and death and there is no way out, as in someone is about to kill me or someone I care about.
