I’m not saying Sidious threw the fight in ROTS because he knew Anakin was on the way and all that shite. Windu probably won fair and square.

However, Sidious’ strength is his force power and the office where they fought was pretty constrained. Out in the open (in a place like the Senate chamber) where Sidious can easily jump around and throw shite at an enemy and use force lightning from afar, I think he’s the most powerful Jedi/Sith in the SW Universe.
