A spokesperson for Slidell police said the investigation began after the damage was reported Sunday morning at a business in the 1600 block of Front Street.
Mortrud is accused of intentionally knocking the painted fiberglass pelican off its pedestal, causing significant damage to it, investigators said. The pelican is one of several three-dimensional pelicans displayed around the the city.
Investigators said Mortrud returned to the business the next day, where he examined the damage and then kicked the head of the pelican down the sidewalk. Both incidents were caught on camera, and the surveillance video was posted to Facebook.
Mortrud was identified as a suspect after the video went viral, officials said.
Additional details were not released.
