They arrested her ex boyfriend and I believe he confessed to it as well blaming it on being high on cocaine. So the creep in stairwell makes no sense or wasn't him as she would obviously know her ex-bf.

She might not know who it was if he was a floor above or below her, making noises. walking/running funny (like someone on coke?), etc. But yeah, it's kind of odd.

Killing an ex is probably the most common motive for murder.

Depending upon the circumstances I think it's possible to not know who is stalking you.

Cocaine never made me want to kill someone but I haven’t touched the stuff in 20 something years. No telling what they put in that shite nowadays.
