In these situations I don't think parents should necessarily serve jail time. It's a tragic accident.

The first step in avoiding something like this is to realize that it could happen to anyone and then do your best to pay attention through any methods you deem suitable.

When you get out of the car you see what's there. Granted, he could have parked between two cars so no one would have seen the child, but that still doesn't explain the lack of a phone call from the daycare.
By the way, this happened around the corner from my office.

I don't know how reasonable of a request this is.
My daughter goes to a very large daycare/school. Maybe 200 kids or so. When we've kept her home they have never called. I've never had the expectation for them to call us either.
Children that age usually will not come due to the parents decision.
I could see if it was a home daycare center, then maybe.

It's not a request, just an assumption of concern.
It strikes me as odd that a daycare would not check to make sure things are OK when a child doesn't show up.

it's different, but i worked at a day camp with like 1000 kids coming in every day and every single parent that didnt inform their specific camp supervisor that their child wouldnt be there beforehand got a phone call if their child was absent.
the phone call always went "oh, sorry! i forgot to call, but yes, johnny went to his grandparents for a long weekend. thank you for calling and checking!"

Not sure in what respect he "knew"... as in, thought it was okay to leave the kid in there, or was trying to kill him. But limited info in link which I"m sure will change with time.
