The lessons learned from Katrina is to move the server room from the traditional bottom floor location to the top floor location. I don't know what caused this outage, but this will probably convince tens of thousands of status quo AT&T customers to other carriers who are all working right now.
To simply fall back on the flooding is not a good answer. If all the carriers were down, ok. I could go with that. But some people need their phone right now as a lifeline.

If u have wifi, dowload whatsapp and u can make calls/text other people if they have the application

I'm pissed at both ATT and Cox. I just got DirecTV, so dropped Eatel's internet to go with Cox. They were supposed to come Tueaday, they couldn't come. They rescheduled for Thursday, again, couldn't come. Supposed to come Friday, of course, didn't come(though at least that was understandable). So we don't have phone service or WiFi at the house to communicate. Had to come up to my gym and bum theirs for a bit.

According to Channel 9, phone service is down but it is possible to text. FWIW.

Skype and whatsapp both need to send a verification text to verify your number. Except att&t people can't get the text.
