If you see someone wearing a hoodie at this point - especially if it isn't really cold outside - just assume they are bad/dangerous.

You used to see this in 3rd world shite holes or places like China/India. Considering SF demographics, it makes perfect sense.
There's something about Confucianism and Hinduism that makes people indifferent/detached to the suffering of others.
As far as I know, Hinduism teaches about "karma", thus if a practitioner of Hinduism observes someone openly suffering, they simply assume its "deserved" from the karma in their past lives.
