When kids start school, they are required to have certain vaccines anyway right? If so, what do parents, who decide not to get their kids vaccinated, do? Homeschool?

I do not know the answer to that.
I think I recall an issue with non-vaccinated kiddos in Cali or Oregon, but I am not sure the details (home schooled or desiring entry to school)
