Ok i take back what i said about going to war with her. This bitch is off the charts crazy and a legit threat imo. In that i mean could become violent. You need to document everything and file harassment against her ASAP.

Sounds like you're pretty familiar with local laws and regulations - do your duty and sic the police on your neighbor for every infraction.

I would get an attorney and discuss.
With regards to the fence, I always prefer to have the post / runners facing towards my yard with the finished side out (she has to lean a ladder against it to look over the fence as opposed to standing on a runner to look over). To me, it's an added safety to have it this way.
