Ok i take back what i said about going to war with her. This bitch is off the charts crazy and a legit threat imo. In that i mean could become violent. You need to document everything and file harassment against her ASAP.

You buy two eggs, crack them, and pour them in her AC vent of her car. Then buy blue cheese and shove it under the AC unit for her house.

Here's my advise. A couple of Molotov cocktails thrown through her windows at about 3 am. But, make sure she's home, that's the important part.

Sounds like you're pretty familiar with local laws and regulations - do your duty and sic the police on your neighbor for every infraction.

I would get an attorney and discuss.
With regards to the fence, I always prefer to have the post / runners facing towards my yard with the finished side out (she has to lean a ladder against it to look over the fence as opposed to standing on a runner to look over). To me, it's an added safety to have it this way.
