I understand that the link says ATC at fault but just by the gif you can't tell who is at fault.
Taxiing aircraft could have missed hold short instructions. Landing aircraft could have lined up on the wrong parallel. Landing aircraft could have been a test flight cleared for a restricted approach at or above 500' agl.
And just to make you feel warm and fuzzy inside. Not to long ago a B757 landed by accident on a parallel taxiway at.... ATL. And it's not the first time it has happened

Happened to me in Charlotte a few years back, we were a lot lower too...no crash, I'm sure a bunch of people got an arse chewing, no worries from me.
