from 2005 to 2106 (when the data is available for) Seattle PD killed a total of 12 black men. Chaz security might be up to three in a week with a tiny fraction of the population. Who is the real problem here?

6 shootings in a couple weeks in a 6 block area might put CHOP up there with the most dangerous areas of Chicago.
In 2018 there were only 67 injuries from shootings in the entire city of Seattle for the year. Extrapolated over an entire year, the 6 block area of CHOP would have 156 shootings.

Not a hard problem to solve. Inform all the residents a few days before and advise them to stay with family or friends for a day or two. Worse case for those who can't stay with family or friends offer them a basic hotel room for a night or two. After the power, water and cell service is cut the place will empty very quickly.
