Sure, but in today's society it's because they have no repercussions for being irresponsible
Eh, maybe. I don't really see it that way. Either way, that's not really the point.
The problem is not with poor people having babies. You can be poor and have as many babies as you want. The problem is that we have to pay for them now.
Poor people will always have a lot of babies, more than wealthy people. Welfare state or not. Again, there is an evolutionary reason for this.

Think about all the kids that were born during the great depression and before welfare.
But it wasn't consequence free like it is today. Spitting out another kid out of wedlock just means a bigger welfare check and more food stamps now

In modern society, welfare state or not, the "consequences" weren't vastly different.
In the absence of government, charities and churches were there for families that couldn't feed their kids. Poor families in every country on earth pump out kids at a rate higher than those families who are wealthy. This has been true throughout history.
Poor people will always do this.

It’s a fricking myth that healthy food is expensive.
It’s just that staying fit and having self-control is hard.

You going to collect social security one day right?
Also, I like how people constantly gripe about food stamps, yet it amounts to around 2% of the overall federal budget. There's a lot worse being done with "your" money.. It's just so easy for people to quickly judge on the food stamp thing though.
At least with food stamps a lot of the money is going back into the economy.

Additionally, spending on food assistance helps the economy more than any other stimulus spending. Each $5 of federal food stamp benefits generates an estimated $9.00 in economic activity. How? Those dollars go to people living paycheck to paycheck.
Surely there are examples of worse federal spending with "your" money you can gripe about than it going for food for needy. Not I do agree some people are frauds, but there are legit people who do need it. Especially disabled people/children.
BTW this tweet in the OP is around 3 years old.
Speaking of which, here is a somewhat older post about the clarifying the numbers of food stamps.

Personally I hate when the government does other reckless spending on the budget, especially supporting other countries before our own.

at equating food stamps with SS. The latter often being incorrectly called an entitlement. It's a government run Ponzi scheme that we're forced to pay into with certain promises of repayment that will ultimately not be realized.

29 dollars a week is what the OP said.
Correct
But it also says for a family. That would probably be for an individual

She's so delusional
Very much so. She is so vapid and idiotic with the stuff she promotes (her products and her opinions).
It's like she is from another planet yet feels she has some SJW mission to teach us all how to live. (with her $90 plain white T Shirts, rocks to shove up your vag, vagina steaming ,etc).
She really borders on being a danger to people with this crap she peddles. Anyone who follows her has to be pretty stupid to begin with so I can see them burning their vaginas with steam and having to go to the ER to get jade eggs removed from their vags.
She doesn't mind lying to promote her viewpoint. A single person gets $189 so that is about $44 a week. Families get more per each person.
But hey, she doesn't let facts or reality get in the way of her opinions.

i feel like $29 a week could afford you a lot of beans&rice , baking potatos, chicken thighs and water.
eggs, biscuits, toast and OJ in the mornings.
lettuce tomato and cucumber w salt and pepper and some great value salad dressing to round it out.

Back in my younger hood days I had the pleasure of shopping with a chick with food stamps.
She got a damn feast for a whole month. That picture is garbage and she has no clue

Is she aware that the S is for supplemental?
Families on SNAP spend some of their own money on food. They're not limited to the food stamp card. And $29 isn't the typical amount. A lot of people get more than that.

Her selections show just how stupid she is and how idiotic the people who think SNAP isn't enough to provide their complete needs and wants.
Well guess what libs, it's NOT supposed to be. Hence the name SUPPLEMENTAL Nutritional Assistance Program. It's not the All You Can Eat for Free At the Gov't Trough program!

I don't care. Cut it all.
Food stamps should be for people who can't support themselves. Not people who will not support themselves. Cut food stamps and the rate of single parent households drops dramatically.

Hell there were plenty of times in college when I lived on less money than that for a week and still managed to afford alcohol.
