The answer is one that I have advocated for in many meetings over the years with government agencies. Make these people have some kind, ANY kind of skin in the game. If it is free, it will be abused. Make ER visits 5$ and PCP visits 3$ and you will weed out those who want to spend Friday night in the ER because they have nothing else to do.
I was in a meeting regarding rural health care headed by a U.S. Senator and brought up this suggestion. It was immediately shot down by the managers of an urban medicaid clinic as "heartless" because it would prevent homeless from using their services (and generating revenue for their clinic).

See, this isn't an ER in this scene though. Stan is trying to prove to his daughter that he can live on a minimum wage salary for a month to get her and her stoner boyfriend to move out.

This is a free walk-in clinic, a place that minimum wage workers typically have to use for primary care, since they can't afford health insurance like the OT. At least watch the episode first, or take this shite back to the poli board.

No joke. Had a woman come in the other day that hurt her knee a year ago. Finally got Medicaid so came to the ER instead of finding a local doc.

One way to reduce the amount of people in the ER is to get rid of addicts, which isn't happening anytime soon. The amount of people who go to the ER claiming to have some type of pain or injury hoping to get pain meds in order to get a fix is a big problem.

All of these after hours places have helped with people going to the ER for bull shite reasons, but there will always be people who will go to the ER every time they sneeze or cough. I don't understand it. Why are some people so willing to go to the ER?
