I've had a friend get a ticket in NY(out in the country) for not passing. I believe, not positive, it's two miles or so you're given to drive in the left lane without passing a vehicle in the right lane. So yes, in some states it's a clearcut violation.

yes, you are breaking the law. left lane is for passing and I hate the SOB's that stay in it.

You are not allowed to enforce the law. But you must follow it.

I'm passing people. It may not be to your satisfaction, but it's happening.
