They can be.
It is likely two things either a disc golfer looking for his own disc or someone collecting them to resell*.
There are 100's of different models of discs and they all fly differently and even disc make back to back on the line fly differently. People will often go to great lengths to get one of their favorite discs back.
*water is used in disc golf as a hazard just like in golf. Bodies of water are often littered with them. It isn't unusual to be able to find $1,000 worth of discs in a couple of hours. The problem is many people resell them even if they have names and phone numbers on them. It is considered courtesy within the community to attempt to return them.
