Because it generally isn’t “private work”. It’s usually through the department. These places pay the department for a security detail, and the department allows officers to sign up for them when they aren’t on shift.
It’s not like Wal Mart is directly slipping the local deputy a $100 bill to sit out front overnight

A lot of lights inside the car would cause your pupils to constrict making it harder to see in dark outside situations, and even more apparent you're driving without your headlights on. (This is why most cars dim the inside lights when you turn on your headlights...so as to not make driving in the dark more difficult).

In the article they say that the 2 people killed and 2 others were walking from their condo to the beach to go crabbing at 3 am. So that would be at least 2 witnesses in addition to the cop.
I assumed they were walking home drunk from the bar in my earlier post, they were only 20 so likely drinking at home, who knows.

Do you attend sporting events, concerts, or fairs/festivals, etc.? All those cops working those are off-duty working security details.

If it comes out that this guy was drinking while at the Florabama holy hell are they gonna be paying for it in a civil suit.

The cop was at Florabama, but this crash was miles down the road. I'm not familiar with River Road but looking it up its on the east side of Perdido Key State park which as said is a dark area.
I have to assume they were drinking, which is not a slight to them, because at night it would be fairly quiet and I would think you could likely hear and probably see the cop car even if it didn't have lights on.
