I'm really not trying to derail the thread and I definitely don't support criminal activity, but I don't think you're correct here. My understanding of it is that they're paroling convicts earlier than before, but if they violate the terms they are instantly back in for the remainder. Other words, reduced incarceration time but strengthened parole terms..

I think this is wrong. The report I heard was that some early morning joggers heard the shots and may have eyeballed the suspect leaving the area. I doubt they would have been running at 2-4 AM.
