As Nagin, Landrieu and Latoya did with Katrina, Latoya and whoever follows will blame every future result that is actually due to their ineptitude and corruption on Da Corona.

New Orleans began its death spiral in the mid 80's with the oil bust. Expense accounts were mostly what bars & restaurants saw, not cheap tourists

New Orleans had public housing long before 1980.
Sure integration may have contributed and white flight that occurred in the 1960's and early 70's.
However when oil bust came, school enrollment dropped as people left for pastures that weren't barren, tax flow went to shite and never came back.
