I heard this recently. Millage money that belonged to me.
In 8 years,
Raised my pension contributions.
Extended my pension payments by 7years.
Tried to extend my career by 3 years to receive 100% of my pension (which was recently overturned by a panel of judges).
Didn’t give me a raise.
Shorted retirees back pay.
Didn’t pay into my pension for 5 years. (Tired to blame the pension board)
Refused to sign a contract with our union.
Forced a hire freeze for 7 years.
Shut down firehouses.
Forced hydrant pressure test (S&WB job)
Forced assistance taking down statues.
And the list could go on for 5 more pages.
So happy he’s gone.
One week into Latoya and a raise has been proposed for a department 43% behind the NOPD and 45% behind surrounding departments.
The guy was miserable to work for, so it’s not surprising he was stealing money from us.

They weren’t paid, but the guys that assisted didn’t exactly fight it. I have nothing to say about those individuals.

Our union fought him for 8 years...Strong.
The problem was, we’re convince they were all in bed together.
And Mitch wasn’t exactly the reasonable type or someone who was going to give him, wether he knew it was wrong or not. He was always right.
Since, the Union board was cleaned out, by a unanimous vote. The pension board was completely rebuilt and we’re working with Latoya to form a better relationship than we had with Mitch.

Some were forced, some volunteered, but it wasn’t to be promoted, that’s all I’ll say.
The union just won a grievance against popularity promotion with the civil service anyway.

Nope.
Latoya doesn’t have a 35 year old lawsuit on her plate. Mitch did, and he took it out on us for 8 years. He did not want to pay us, and when he finally gave in, it was for a reduced rate and then he gloated like he did something good for the city. I say gave in, 9 different levels are court ordered him to.
If you remember he raised the property tax to pay the pension money the city shorted it. So there are guys literally paying themselves back right now. How fricked is that?

I serve on an appointed board in Louisiana for a local government agency that gets dedicated property tax dollars. There is another wrinkle that the advocate did not mention.
Under state law, whenever you have a millage, the state charges the local government entity a percentage of said millage and forces the local government to send that money to help pay the shortage in the state retirement funds (there are about a dozen or so funds). It is around 3 percent. This is in addition to any regular contributions to retirement funds that a local government makes.
Here is an example. 2017 Orleans Parish Pension Millage Funding
As you can see, the downtown development district is required to have $96,360 for 2017 sent directly to the state. This is money that the DDD is otherwise entitled to, but the state is requiring that money be sent to them. This is despite the fact that the DDD probably doesn't even participate in the pension plan.
The position of Landrieu (and other parishes as well) is that since the money is assessed based off of the millage of the DDD (and other agencies), that the money to pay such assessment should come from the money that would otherwise be sent to the agency.
The position of the DDD (and other agencies) is that because the millage did not directly allow for the money to be sent to the state in this manner... that the DDD gets the full amount of money, and that $96,360 needs to be paid by the city out of other city funds such as the general fund.
This is basically theft by the state of Louisiana.
