They park on the side so they don't have cars infront of the house all day. It's very common and tearing out the concrete and repouring is not a big deal for a big track builder. This is how 99% of them set up their mode homes/ sales offices

Notice the green space in front of the garage door? This is classic model home shite, they are going to landscape in front of the garage door so it doesn't look like a crappy front loader.

I don't see an issue with the columns. They frame the window and front entrance.

I also think this is a model home / sales office.

when they are done with the hood those windows on the garage side can be torn out and the siding redone. It also would not surprise me since the landscaping is not complete, for that area in front of the garage door to get a temporary garden.

The concrete pad out to the side is parking, my guess is it extends past the edge of the picture and turns out to the street.
