There are a few factors at play...
1. The test was dummies down to a degree. Hell, the writing portion isn’t even required in some areas.
2. Testing scores were inflated due to ACT prep courses.
3. Scores began to decline when some states began to primarily focus on the SAT (Texas).
4. Covid didn’t help matters.
5. Requiring EVERY student to take the test (arbitrarily, as in, not tied to graduation requirements) also lowers the average (Louisiana).
The reality is that due to all of the above, neither the ACT or SAT are fully reliable gauges of growth (or rather...decline) over time. Of the two, I would prefer the SAT.
My personal opinion is that they are money making opportunities...and not for the respective organizations.

The Covidians are going to be the strong generation and dumb as all frick. I think they’ll recreate the good times by the end of their lives however.
