Applies top to bottom. I perform nursing, secretarial, custodial, IT, and maintenance tasks in some form or another every day, even though "it's not my job."
In fairness, a lot of companies encourage this behavior/way of thinking. If you tell a guy his job is to do X and his performance review is all about how well he does X, he's not going to do Y if doing Y prevents him from focusing on X.
I doubt that's what is going on here, but it happens a lot.

Sure. I get that. Division of labor, efficiency, and all.
There are 2 main situations in which the "it's not my job" mentality really grinds my gears:
1. The person is not otherwise engaged in meaningful work.
2. The task is quick and simple. For example, taking out the trash and putting a new bag in the container, rather than continuing to pile up garbage until the next cleaning shift.
