The problem isn't with the State. The Corps of Engineers agreed to pay for the majority of the project, but have not plunked down the change needed to do much of anything.

Not at all. The project ran out of money because the federal government never kicked in their portion. As the project has waited for said funding, the cost of construction has increased significantly, further increasing the cost.

Louisiana's Federal representatives have failed to gain funding for the project. USACE does not fund works, Congress does.
USACE did not agree to anything, Congress authorized.
There are 2 parts to a Federal project; Authorization and Funding. You need then both, USACE does not provide either, they are just a vehicle for carrying out Congress' directives.
