The surveys were done when students were drunk and high and their roommates locked them out because they were having sex.

The article goes on to note that the 33% figure refers to students who are "housing insecure" whatever that means and that 9% are actually homeless.
Still not sure I believe even that number but too lazy to bother researching it.
