But do we know this is actually the case?
No.
Do we have reason to believe otherwise?

Well I'd think that would be a rather large determination as to whether the cops were justified or not in their response to the LT driving for over a mile before pulling over, don't you think?

hat's not what I'm asking. I'm asking if there is video to verify it took over a mile of driving to find a "well lit" area.
the cop says he passed another well lit area but that he understood.
it's a town of 2700 people probably not too many well lit places late at night

This happened to us when we were 18, it didn't end well for us.
Pull over ASAP.

ETA: And this would be handled very, very differently if the LT's skin color was different.
Funny thing happened to me in Deleware last year just before COVID. I had left my hotel to get some food and was on the way back when I got lit up. I knew exactly why because I had been stopped in Boston earlier in the week, I was in a new car with a temp tag and it had disappeared on the trip, never did figure out what happened. It was at night and I had taken a GPS suggested short cut through an industrial area. It was dark and I slowed down, drove with my flashers on about 1/2 mile to get to a large well-lit parking lot. I pulled in, stopped, rolled my window down, and put my hands on the top of the window. The cop walks up and says you don't need to do that. I said I was just trying to show compliance since I drove all the way down here. He thanked me for that and driving to the open area. I gave him my paperwork and explained the situation, he ran my license and came back a couple of minutes later. Mr. Obtuse have a nice night and get your permanent tag once you get back to SC.
Not suggesting it had anything to do with my skin color but the officer was nice and cordial and we had a non-event as far as the stop went. I am pretty sure if that same DE trooper stopped Nazaro there would have been no mace and no lawsuit.

this is my stance at well. the LT didn't do things perfectly but the cops who are TRAINED for this sort of thing handled it much worse

Yes. I’m not sure if passing like one other gas station would justify their initial response, but if he drove past a few it would be more understandable.
I still have trouble understanding why any officer would want to go from 0-100 in a situation that can quickly end up deadly. Being on your toes doesn’t require immediate escalation like we sometimes see.

Side question: our daughters trip is six hours to and from college. I’ve told her that if a cop ever is behind her with flashing lights as if he’s trying to pull her over, to call 911 and let them know the situation and that she’s to get to a “public”/lit place as she usually travels alone.
My concern is someone impersonating an officer.
Right or wrong? Just a mom concerned for her daughter.

but waiting to pull over until it’s well lit is pretty damn reasonable.
But do we know this is actually the case?
If you would watch the video you would hear the cop saying that is what happened.

Having to deal with hundreds of really stupid people over the course of a day, week, month takes it's toll.
I always encourage people who hate cops to go on a drive along.
None ever do it.

Sounds perfectly reasonable but you might want to get her some goggles for the pepper spray that may come when she doesn't immediately obey Barney Fife and his lights.

if it were the only well lit spot to pull into, the cops can piss off. thats a safety concern and valid. would be the most reasonable part of the encounter.

Every single person is affected negatively by the public. You included.

what say the OT. who is at fault here?
Why can’t both parties be at fault?! It’s bullshite to claim otherwise.
Driver: 2 violations (stretching 3) - plate illumination out, illegal tinting, and stretching by driving a good mile plus before pulling over. Then proceeds to act a fool during the interactions by not complying. Risked his own life unnecessarily.
Police: Clearly dicks. Did not follow common sense or protocols/policies. Deserved to be fired immediately. Risked a man’s life unnecessarily.
I’m so glad everyone in our society insists people be held personally accountable for their actions, victim or otherwise. /s

Power trip.
And numerous times they, the cops, brought up "heightened tensions" and BLM after they had sprayed and cuffed him.
