Those are the gutter punks or "Crunchies". They are usually rebels from rich or middle class families up north, that hitch hike all over the country.
They stay as long as they can get money.

maybe the mayor can call up giuliani (?) from NYC... he cleaned up the bad areas there fairly well

I would need some examples of this but I never spend any of my money in the Ghetto …I even refuse to go to Vicky's corner grocery on Magazine St. next to my apartment because it's where the uptown riff raff buy their colt 45's on Monday morning…there are a few places like Vicky's that need to DIAF…another example is Danny's Seafood, a place that should be on Claiborne but it's in the middle of a nice area

this is happening…it's unfortunately a VERY Slow process…people are buying houses Uptown with CASH only and doing it frequently…the corner of Napoleon and Magazine was borderline ghetto pre-Katrina now it's one of the nicest areas of Magazine St…it takes 10 years for significant changes to occur…Freret St. is next…10 years from now, I suspect the square area between Napoleon, St. Charles, Freret, and Jefferson will be an awesome place to live…right now it's still pretty ghetto but Freret St. is changing that with the new bar & restaurant scene.

I'm very very much against this. To be honest, the only Section 8 Housing that I've seen that was ridiculous is the complex they placed next to Cotton Mills in the Warehouse District…a lot of the other ones are where they should be. but there could be a deeper problem than we think in regards to Section 8 housing…BlackHeli deep…I just can't think of any other reason our politicians would approve Section 8 housing in nice areas of town except for Corruption…which IMO is worse than the violence

nola seems to cater to that demo. even during the YOUBERT debates, about 1/3 of the arguments against the service were based in how it wasn't going to help poor people and/or was racist. and these arguments were made/celebrated by city council members.

I've got a side-job in the quarter about four nights a week. What amazes me is the lack of police presence I see. I've noticed more cops around Decatur in the past week or so since two women were raped.

Hizzoner really needs to place an emphasis on cleaning up the shite. I don't know why the political will isn't there. Thugs and gutter punks have to go. I work solely with tourists, and "these people" make them uncomfortable and leaves them with a bad impression of the city.

I agree with the fact that violence has always been an issue, but what's different now is the proliferation of online news and social media. The French Quarter *is* New Orleans to 99% of the people who visit. It's important that we keep our front lawn in good shape.

agreed. the drugs were measured so they knew exactly how much they were taking every time. with heroin, it's russian roulette.

White people on the Northshore own most of the ghetto. I know, I deal with Landlords, owners and tenants. Most of my invoices are mailed to Laplace, Covington and Baton Rouge.
They already are dirt cheap. Which is why they are slum rentals.
What we need to do is raise the values so the slum lords sell and get out the market and normal people buy the properties and live in them.

Your phase one is already done.
I'm just saying you don't know enough about the history of the city. The areas that are bad have long ago been pulled out from. Now we are in your phase 2. Gentrifying.

i think there is a legitimate belief that this is needed to combat racism

remember, gentrification is racist. the public bodies represent those who would label it as much

they do not want to price (bad decision makers) BDMs out of the city. they believe the only reason they are BDMs is b/c they didn't grow up in nice areas. so....they forcefully inject these BDMs on these areas

If the POS gets in to a situation where the police are called or question the punk... before the cop can haul him to jail, the SPCA or animal control has to be called to come take the dog. That means more work for the cop, and we know how much cops hate work. Therefore, the perp is allowed to walk.

Obviously, we need more dog-hating cops with guns in this city.

I was driving by Second District on Magazine yesterday and noticed they had a large "Help Wanted" banner. What kind of PD has to put up a "help wanted" sign?
