This probably isn’t a popular idea but conspiracy to commit murder and attempted murder should both carry life sentence / death penalty
Just because you were stopped before going through with your plan or didn’t execute it correctly shouldn’t obsolve you from your intent.
I understand the slippery slope of when does planning for entertainment purposes change into intent. But if you fit as planning a school shooting you should be locked away for life
