The pieces are turned on their side; the top and bottom of the boards are facing the long sides of the table. Since he was cutting uniform pieces on the table saw, the individual rows might vary in thickness, but each piece in the row should be uniform to the rest of the row.

Why? It's essentially pieces of plywood and since he glued and nailed it, it shouldn't be able to move and covering it in epoxy/poly will also prevent humidity from being an issue.
