In the NFL's final two minutes (and final five in the second half), penalties stop the clock, but it restarts on the snap for most fouls

Clock should start once the official call is made, not at the snap

You are rewarding a team for getting a penalty

Yeah, it makes no sense. The penalty benefits the opposing team. And I've never seen it applied like that and I've watched football for a long time.

It's an absolutely stupid hole in the rules.

First of all, a declined penalty should be treated like what it is: A non-event as in the penalty "didn't happen" in lieu of the better result of the play for the offended team.

Secondly, regardless of whether the penalty is accepted or not, a team desperate to conserve time should never benefit from a penalty, especially to stop the clock (regardless of how much time is on the clock). They thought it through with the 10 second run-off, but that only applies in the last two minutes of the half and is almost certainly going to hurt the offensive team (unless the defense decides not to take the time off the clock).

But they dropped the ball in the Rules Committee on this one. Regardless, it probably won't be fixed because:
1. It hurt the Saints (and not a "premier" team) and
2. It'll be forgotten because they won anyway.

But if precious Brett Favre blows an NFC Championship Game in regulation and doesn't touch the ball in overtime...duck. The rule changes will be flying all over the place.

I’ve been preaching for years that winning a game is the best time to call out terrible calls or terrible rules

You can’t be branded as complaining about the officiating for losing a game

And ball spotting snafus. Saints get first down according to where the linesman lines up for the spot but once ball relayed to midfield he places it a yard back. Now it’s 4th and 1. Saints don’t make it and settle for a FG. Pretty obvious BS going on.
