View with Down Judge Reaching for his Flag

I saw a video last night that showed the Down Judge clearly reaching down for his flag but looking up at the Side Judge and then calling it incomplete. I can't seem to find it this morning though, and I want to show someone.
Has anyone seen it? It wasn't the Facebook video that has been linked around. It was a professional shot from the corner of the field somewhere.
Edited to get the titles of the officials right. DJ instead of LJ and SJ instead of FJ.

The Ram’s defender says a ref gave the signal that the ball was tipped. If true it seems like at least that part was reviewable. It definitely wasn’t tipped and he could also be FOS.

2. The Rams player did say or insinuate that, but later on, he conceded that it was a Rams teammate that said that, and not the ref.

This is why I keep saying, Payton should have called a timeout to get the full story on WHY a PI wasn't called.
If they say, it was tipped, then you now have an opportunity to review the tip...once it's revealed that it wasn't tipped...THEN, you get the PI call. (and win the game)
(and go to the Super Bowl)

Slow motion at :42 has a great view of it. I'm not on the conspiracy bandwagon, but I just think its interesting. According to a ref friend of mine, it should be the Down Judge's call based on assignments but it looks like he gets overruled by the Side Judge

I never said he was.
I'm saying that the Down Judge has his hand on his flag and looks in the direction of the Side Judge, then he raises his arm to signal incomplete. You can see this before the Side Judge even comes into the frame from this view.
ETA: My whole point in bringing this up is I find it interesting that the DJ didn't throw his flag. My understanding is that someone coming out of the backfield is the DJ's responsibility and thus should be the one to decide the PI. But in this case, its almost like he waited to see what the SJ wanted to do. Just interesting.

Raises the question if the side judge said something or signaled to him to not to throw the flag. No telling what the frick happened and just how deep the corruption runs with this.

That double incomplete gesture is their sign. It has to be. How often does a ref aggressively gesture incomplete then tells Payton to back the frick up. That ref was going to flag it but "forgot" and the old white dude gave their sign... Incomplete twice motion.
