I'm just trying to understand why it's legal to hit some players helmet to helmet because they play a different position.

it doesn't matter the position it depends on what the play is doing. If Graham caught that and was trying to get that yardage no flag. Brees lowering his head no flag (that would never happen anyway)

So for example, a receiver who is jumping to catch a pass and a guy leads with his helmet and nails him.
Or with a quarterback, they try to protect the quarterbacks... so no helmet to helmet to the quarterbacks.
Running backs put their head down and ram with their helmet all the time.

he isn't talking about a running back he is talking about a RUNNER, meaning if a player catches it and starts to run he turns into a runner. He is only a defenseless receiver when in the process of catching the football.
