If he had clearly went down and kneeled the ball, sure. But, he obviously slipped. How he gets up and runs after doesn't matter. He didn't give himself up before any of that happened.

He was jogging. Not running. If he got up immediately and ran full speed then yes. He did not do that. He was running to sideline in celebration mode.
