paying people specifically to intentionally hurt people vs filming opponents defensive signals/practices

Ummm from a PR standpoint hurting people is much worse.

Maybe, however, its football. Players were paying EACH OTHER for ON THE FIELD performance.

vs.

A Systematic scheme put in place by the organization to film opposing team's signals, steal them, and use them during a game.

I think you are right. It is ALL about the PR because would $1,000 - $1,500 really convince a player who earns millions to intentionally harm someone with a cheap shot and draw a $10,000 or more fine from the NFL?
