Could also be PI. Defender arm clearly beats ball to receiver as it is between the ball and receivers chest.

Correct. If he would simply die within the next 45 seconds or so it would be ruled a Touchdown. But he survived the catch without possessing the ball. Ruling is an incomplete pass
