That was changed a couple years ago. It's reviewable now because they clearly recovered it right after he fumbled.
However, should not matter, because the elbow hit before the ball moved at all.

It's true either way. Case in point: DET challenged it.
So long as it's immediately recovered, doesn't matter if the whistle blew. The whole point of the change was them whistling a play dead that was a fumble and clearly recovered in the past being not reviewable. What would be the point if blowing the whistle made it not-correctable?
