All? No.
Brees is making some mighty stupid decisions. And the defense is full of barely serviceable backups.
But Payton does deserve a large share of the blame.

Problem with this team is lack of receivers. Old and slow and no dominate player except for Jimmy. And teams taking him away.
Brees has also lost a bit on deep throws. And now is pressing to make all the plays. At this point in his career he needs a big time WR.
